On their two-page complaint lodged on March 14, the Multi-Sectoral Alliance for Transparency and Accountability (Mata) said Tan violated the said policy for her “non-compliance of mandated laws and circulars governing the disclosure of local financial transactions.”AN ANTI-corruption group has filed a complaint against Samar Governor Sharee Ann Tan before the Office of the Ombudsman (Visayas) for violation of full transparency policy of the government.
They added Tan has also violated the banning on billboards with names and pictures of politicians on government projects and programs.
Also named in the complaint were Provincial Budget Officer Maximo Sison, Provincial Accountant Antonio Verzosa, and Provincial Treasurer Bienvinido Sabenecio.
“The unacceptability of the tolerance towards the  continuous act which are deliberately unfolding in the province of Samar wherein our sentiments for fair information has been denied for a long time…. the following complaint is hereby lodged in your office for gross violation of the expressed provisions of the Local Government Code,” the complaint said.
The complaint stated that Tan has violated Memorandum Circular 2010-83 and Memorandum Circular 2010-101 both issued by Interior and Local Government Secretary Jesse Robredo.
Memorandum Circular 2010-83 refers to the full disclosure of local budgets and finances and bids and public offerings while Memorandum Circular 2010-101 refers to the banning of billboards bearing the names and faces of public officials on public-funded projects.
Imelda Bonifacio, president of Mata, which is composed of six non-government organizations, said that they were compelled to file the complaint against Tan for her apparent deliberate act of disregarding the full transparency policy.
“We have written her several times for her to observe transparency on all the transactions entered by her (administration),” Bonifacio said.
Among the documents the governor reportedly failed to publicly disclose include the annual provincial budget, statements of receipts and expenditures, quarterly statement of cash flows, annual procurement plan of procurement list, items to bids, among others.

But all their requests, she added, failed. The group has also written to the provincial DILG office to ask the governor to observe the two circulars.
She also said the Provincial Government under Tan has “failed to post and publish all of the above financial documents, as required,” they said.
“We have to know all the transactions entered by the Provincial Government and not to wait for a report from the Commission on Audit for any possible irregularities of their transactions,” Bonifacio said.
As to the billboards bearing the name and face of Tan, Bonifacio said that big billboards could be seen “practically all over the province.” (Leyte Samar Daily Express)
